The Labor Law No. 4857, which was rearranged in our country, made it compulsory to carry out studies on Occupational Health and Safety in the public and private sectors and brought new sanctions. For this reason, for the first time in Turkey; In order to regulate the duties, authorities, responsibilities, rights and obligations of employers and employees in order to ensure occupational health and safety at workplaces and to improve current health and safety conditions, all jobs and workplaces belonging to the public and private sector, employers and employer representatives of these workplaces, apprentices and interns Occupational Health and Safety Law No. 6331, adopted and enacted on 20/06/2012, to be applied to all employees, including employees, regardless of their field of activity, entered into force by being published in the Official Gazette dated 30/06/2012 and numbered 28339.
Occupational Health and Safety Law No. 6331 covers all jobs and workplaces belonging to the public and private sector, including all employees, including apprentices and interns. Currently, it has been decided to employ class C specialists for less hazardous works, B class specialists for dangerous works, and class A specialists for highly dangerous works, depending on the nature of the work performed, and in the very dangerous and dangerous class with less than 50 employees in the processes after the effective date of Law No. 6331. In addition to the obligation to employ Class A and B Occupational Health and Safety Specialists for the workplaces within the scope of 01/01/2014, public institutions excluding those working within the scope of the abrogated article 81 of the Labor Law No. 4857, and those with less than 50 employees and in the less dangerous class It has been defined as a legal obligation to employ Class C Occupational Health and Safety Specialists as of 01/07/2020. Therefore, in factories, other production areas, public institutions and organizations, municipalities, banks, hotels, other tourism enterprises, small enterprises, in short, in all businesses where people and employment are concerned, there is a need for expert human resources who have received training in the field of occupational health and safety. With the increase in this need, the demand for graduates of this department is increasing day by day.
In this context; Considering the fact that the demand for Occupational Health and Safety graduates will increase day by day, in terms of both providing a qualified workforce and reducing unemployment, which is at a very high level in the region, in the development of Siirt province and its geographical region, there is already an open field within the Faculty of Health Sciences of Siirt University. Occupational Health and Safety Undergraduate Program (SİÜSYO-İSG), which rapidly provides the academic and administrative qualifications required to start student admission, is the 2017-2018 Education / Training period in accordance with the decision taken at the General Assembly meeting of the General Assembly of Higher Education on 04/05/2017. It has started accepting its first students since the fall semester.
Ø Regarding the role and job description of the graduates of the Occupational Health and Safety undergraduate program;
In the clause (i) of Article 4, titled Definitions, in the Regulation on the duties, authorities, responsibilities and training of occupational safety specialists, the following explanatory statement is found stating that those who have completed this undergraduate program are accepted as "Technical Staff":
4M - ı) Technical personnel: Technical teachers, (Amended expression: RG-11/10/2013-28792), those who have the title of physicist, chemist or biologist, and the occupational health and safety of universities (Amended expression: RG-30/4/2015-29342) and security undergraduate or associate degree program graduates.
Again, in the clause (f) of the 4th article titled Definitions of the same regulation, the following statement is found that the Technical Staff graduated from this department can be authorized by the Ministry as an occupational safety expert to work in the field of "Occupational health and safety, provided that they have a certificate of occupational safety expertise:
4M - f) (Amendment: OJ-11/10/2013-28792) Occupational safety specialist: Inspectors who are authorized by the Ministry to work in the field of occupational health and safety, who have an occupational safety expertise certificate, who inspect working life in the Ministry and related institutions, and engineering or architecture It refers to the graduates of the faculties providing education and the technical staff.
Ø The main purpose of the SIÜSBF-OHS undergraduate program;
Observing the risks related to the working environment such as work accident and occupational disease that may occur in the workplaces and enabling the creation of a healthy and safe working environment, thus protecting the employees against the health and safety risks arising from the working environment, eliminating the hazards at the source, increasing the work efficiency in the workers and workplaces, In order to minimize the legal, conscientious and financial responsibilities as a result of any accident, to ensure continuity in production and thus to eliminate the risks in working life in a way that will increase the profitability of the enterprises;
